1988 年世界银行贷款项目南昌大桥工程建设 , 按世行要求 , 必需执行 FIDIC 模式监理 , 南昌市人民政府决定成立南昌大桥监理办公室 , 由谢慰孙高级工程师担任总监(现任公司董事长),按照国际咨询工程师 FIDIC 模式 , 结合国情 , 探索建立具有中国特色的社会主义建设监理制 . 世界银行官员赋予谢慰孙总监理工程师签字权 ( 中国工程师首例 ), 建设部发文向全国推广南昌大桥监理经验,交通部编入培训交通监理师教材。
1992 年 , 经组织决定,谢慰孙高级工程师创建国有企业南昌市城市建设咨询监理公司,创业宗旨是:为贯彻党和国家关于建设管理体制改革,探索建立具有中国特色的社会主义建设监理制事业。在没要国家一分钱情况下,组建了一支政治素质好、行为公正、技术精湛、能管理、善协调的咨询监理队伍。
1997 年在全国监理行业率先改制为:国有参股、中国建设监理协会参股和员工参股的股份制企业,并更名为江西中昌工程咨询监理有限公司。谢慰孙当选为董事长,中国建设监理协会秘书长陈玉贵兼副董事长。
2000 年进行 “ 双置换 ” ,改制为民营股份制企业(中国建设监理协会和员工自然人特股)。谢慰孙当选为董事长,中国建设监理协会委派吴江为股东代表并任董事。
公司具有工程咨询、建设监理、招标代理三个国家甲级资质。是国际咨询工程师联合会( FIDIC )成员协会会员、中国建设监理协会理事、江酉省建设监理协会副会长、江西省工程咨询协会常务理事单位。 2000 年通过 ISO9001 标准质量管理体系认证和 UKAS 国际质量认证。公司注册资金 500 万元。
